Leighton Andrews's reforms

It is very commendable of Leighton Andrews to commission a study into how much of the education budget goes into teaching and learning and the fact that 77% of the schools budget is used for 'classroom activities.' I wonder if the PWC study extended as far as determining whether the Department for Children, Education, Lifelong Learning and Skills (DCELLS) provided value for money especially the four Area Teams which were created in 2006 to relocate the 100 or so ex employees of ELWA the failed quango that was absorbed into DCELLS following Rhodri Morgan's 'bonfire.'

More waste and less for frontline services...again!
